摘要：En el presente trabajo investigativo se realiza un análisis sobre el contenido de los Derechos de Participación como derecho humano. De este modo el objetivo es tratar de determinar cómo los Derechos de Participación están siendo vulnerados y mediante un análisis del principio de progresividad permita el aseguramiento de dichos Derechos de Participación cuando una persona cometa un delito relacionado con la corrupción. La metodología científica es lo más importante dentro de toda investigación misma que se desarrolla mediante métodos como el histórico lógico, inductivo deductivo, analítico comparativo y sintético. Se concluye entonces que con la aprobación de la consulta popular del 2018 específicamente por la pregunta uno, se vulneran los Derechos de Participación en los casos que las personas cometan delitos de corrupción, siendo esto atentatorio contra la dignidad humana, toda vez que los derechos solo se pueden suspenderlos mas no eliminarlos.
其他摘要：In the present research work an analysis is carried out on the content of the Participation Rights as a human right. In this way, the objective is to determine how the Participation Rights are being violated and through an analysis of the principle of progressivity allow the assurance of said Participation Rights when a person commits a crime related to corruption. The scientific methodology is the most important part of any research that is developed through methods such as historical logic, deductive inductive, comparative and synthetic analytics. It is concluded that with the approval of the popular consultation of 2018 specifically for question one, Participation Rights are violated in cases where people commit corruption offenses, this being an attempt against human dignity, since the rights only They can be suspended but not eliminated.
