  • 摘要:Este artigo versa sobre a articulação entre os encarregados pela operacionalização do Programa Bolsa Família em Teresina e os resultados da exigência de matrícula e frequência escolar dos seus beneficiados, examinando sua operacionalização e resultados. Para isso, vale-se de informações disponibilizadas pelos Ministérios, destacando-se as dos Sistema Presença e de Gestão de Condicionalidades (SICON) bem como as de frequência, aprovação, distorção idade-série e evasão escolar da Secretaria Municipal de Educação de Teresina. Constatou-se que 99,2% dos beneficiados têm a frequência exigida pelo Programa e permanência escolar superior à dos não beneficiados, mas 0,8%, em média, não a cumprem. Esses sofrem advertência, principalmente, mas, desde 2007 têm crescido as suspensões e cancelamentos, motivadas por negligência dos pais, abandono ou desistência e desinteresse/motivação, requerendo articulação entre assistência social e educação. Isso, contudo, não tem ocorrido, restringindo-se ao acompanhamento da frequência escolar que para 99% é superior a 85%, repercutindo nos resultados das escolas municipais, que passaram a ter 99,69% de permanência, distorção idade/série de 16% e aprovação de 90%. Esses resultados não podem ser atribuídos exclusivamente ao Programa, todavia, não se descartam os efeitos desse ao exigir a permanência, assegurando aos seus beneficiados o usufruto do direito à educação que poderia ser pleno se fossem construídos canais de comunicação entre assistência e educação, de modo a reduzir a distância entre o real e o desejado, isto é, entre a frequência e o êxito escolar expresso em aprendizado e aprovação. ABSTRACT This article discusses the articulation between those in charge of Bolsa Família operationalization in Teresina and the results of enrollment and school attendance requirements of the program´s beneficiaries, examining its operationalization and results. The study utilizes information provided by the Ministries; especially those from Bolsa Familia´s Conditionalities System (SICON), as well as those of permanence, approval, age-grade distortion and school dropout from Teresina Education Department. It was found that 99.2% of the beneficiaries have the school frequency demanded by the Program and longer permanence than the non-beneficiaries. However 0.8%, on average, do not comply. These students have mainly been warned, but since 2007, suspensions and cancellations have grown, due to their parents' neglect, abandonment or withdrawal and lack of interest/ motivation, requiring articulation between social work and education. This, however, has not happened, limited to school attendance monitoring of the Program´s beneficiaries, which, for 99%, exceeds 85%, with repercussions on the results of municipal schools that have 99.69% permanence, 16% age-grade distortion and approval of 90%. The results cannot be attributed exclusively to the Program, however, it cannot be denied the Program´s effects over permanence since it is a requirement. Ensuring the beneficiaries the right to education could be complete, if communication channels between social assistance and education were constructed to reduce the distance between the actual and the desired, that is, between school attendance and success expressed in learning and passing rate.
