摘要:The confederal experiment of Mexico between 1824 and 1835 was an important determinant of many of its fiscal institutions, particularly those that defined the relationship between states and federation. This essay analyzes the long-term characteristics of Mexico’s federal contributions; a variable that was somewhat defined by that first experience. The use of this first «historical parameter» allows us to visualize the degree of centrifugal or centripetal force of Mexican public finances. We can say in advance that Mexico’s federalism has gone from a «close to the center» to a «far from the center» position. The result of the Nineteenth century analysis is that in practically the whole of the next century Mexico lived a type of federalism where public finances were mostly the play of federal authorities, leaving a very small space for the decisions of state and city governments.
