摘要：Este artigo analisa alguns dos impactos gerados pela instalação do Perímetro Irrigado do Tabuleiro de Russas, no município de Russas-Ceará. Em específico, foca naqueles sofridos pelas populações campesinas, principalmente, no que diz respeito às suas formas de acesso e uso da terra e seus entendimentos sobre propriedade. Na primeira parte do texto esmiuçamos a dimensão técnica do projeto e concatenamos a sua construção com o debate nacional sobre a irrigação no país. Em seguida direcionamos nossa análise para os interesses e contradições da obra, assinalando o envolvimento do Estado com outros atores como o Banco Mundial. Por fim, perscrutamos documentação inédita sobre as ações de desapropriação no território para (re)construirmos os perfis e as experiências dos sujeitos impactados: proprietários/as, posseiros/as, rendeiros/as e parceiros/as.
其他摘要：This article analyzes some of the impacts generated by the installation of the
Tabuleiro de Russas Irrigation Perimeter in the municipality of Russas in the state of Ceará
It focuses specifically on the ones suffered by peasant communities, mainly regarding to
their forms of access and use of water as well as their understandings about property. In the
first part of the text, we investigate the technical dimension of the project and concatenate
its construction to the national debate about irrigation in the country. After that, we direct
our analysis to the interests and contradictions of the construction itself, highlighting the
involvement of the State as well as other actors such as the World Bank. Finally, we
scrutinize unprecedented documents on the expropriation of the territory and (re)build the
profiles and experiences of the impacted subjects: landowners, squatters, tenants and
partners.
