摘要：En estos últimos años la salud pública y el contexto ambiental se vienen deteriorando aceleradamente, por factores de intervención antrópica, debido a la ineficacia de los gestores en el manejo de los restos que produce la ciudad. La presente investigación tuvo como objetivo el fortalecimiento de los programas municipales sobre este servicio. La investigación fue mixta de enfoque cualitativa, evaluativo y de enfoque cuantitativo. Las técnicas de información utilizadas en la presente investigación fueron entrevistas y encuestas. Bajo esta perspectiva y teniendo en cuenta el gobierno local de Barranca, la modalidad de gestión del servicio de limpieza pública es de “Administración Municipal Directa”; significa que esta entidad debe repotenciar la parte administrativa y operativa del servicio; sin embargo esto no sucede, por la baja recaudación económica por el rubro de “tasas de arbitrios municipales”; que posee una morosidad de alrededor del 85%, Discusión esto trae consigo un déficit económico y por ende la imposibilidad de invertir en el servicio señalado; esto es una radiografía que se repite en todos los gobiernos locales del Perú.
