摘要：El presente artículo, basado en testimonios de líderes de la ciudad de Cartagena, intenta mostrar cómo el ejercicio de la acción participativa desde algunas agencias institucionalizadas cívico-políticas se inserta en las lógicas y escenarios de los procesos de urbanización, en particular los de poblamiento y consolidación barrial, estableciéndose entre aquel y estos unas modulaciones específicas, empíricamente determinables. Y que, por tanto, atendiendo a los casos estudiados, las prácticas de ciudadanía consideradas no se despliegan absolutas en un territorio neutral, la ciudad, sino que son condicionadas por esta y, al tiempo, la constituyen en lo que es: concurrencia competitiva y desigual por el derecho a la ciudad por parte de agencias y agentes jerarquizados en un medio urbano fragmentado y segregado.
其他摘要：This article, based on testimonies given by leaders from the city of Cartagena, aims to show how the active participation of some institutionalized agencies working on the civic and political level are inserted on the logic and scenarios that come with process of urbanization. In particular, those processes related to the consolidation of neighborhoods; establishing this way an empiric and determined relationship between the new neighborhoods and the agencies operating on them. As a result, responding to the cases we have studied we have found that the dynamics and practices expected from the agents inhabiting these neighborhoods do not surge in a neutral territory, the city, but conditioned by this one. At the same time, these agents living in these territories conform the city in what it is: a competitive concurrence and unequal space generated by the right to be part of the city that agencies from different hierarchy reclaim, making the city a urban, fragmented and segregated space.
