摘要：В статье рассматривается процедура подготовки и проведения выборов губернатора в Пермском крае. Автор считает, что использование материальных стимулов и административного ресурса хотя и помогает в ходе избирательной кампании повышать явку и приводить к власти нужного кандидата, но не дает гарантии, что избранный глава региона сможет быть безусловным лидером на протяжении всего срока руководства субъектом РФ.
其他摘要：The article considers procedure for preparing and holding the election of the governor in the Perm Region. The author argues that the use of material incentives and administrative resources, while helping to raise the turnout and bring the right candidate to power in the course of the election campaign, does not guarantee the elected head of the region to be the undisputed leader throughout the entire time of the leadership in the subject of the Russian Federation.
