摘要：Статья посвящена источниковедческому исследованию опыта управления в тюремном ведомстве дореволюционной России. Автор анализирует степень освещения на страницах имперской прессы вопросов структуры, полномочий, методов взаимодействия центральной и местной власти. В главных ведомственных изданиях – «Тюремный вестник» и «Журнал Министерства юстиции» – много внимания уделялось вопросам отмены ссылки и замены ее тюремным содержанием, улучшению быта арестантов, особенностям применения наказания к несовершеннолетним преступникам. При этом освещению вопросов управленческого взаимодействия уделялось меньше внимания со стороны профессиональных юристов, хотя структура тюремной системы, формы и методы ее работы были уникальны. Во второй половине XIX в. Россия впервые столкнулась с масштабными государственными нововведениями в пенитенциарной системе, опыт изучения которых может быть учтен при проведении современной тюремной реформы.
其他摘要：The article is devoted to the source study of the management experience in the prison department of pre-revolutionary Russia. The rate of coverage of issues of structure, powers, and methods of interaction between the central and local authorities on the pages of the imperial press is analyzed. «Prison Journal» and «Journal of the Ministry of Justice», the main editions in this sphere, published the results of innovations of prison system: it is the issues of abolition of exile and replacing it by prison content, improvement in the prisoners' welfare, peculiarities of application of punishment to juvenile offenders. Meanwhile, the problems of management interaction have been less discussed by professional lawyers, although structure of the prison system and forms and methods of its functioning were unique. In the second half of the 19th century Russia for the first time faced large-scale state prison system innovations. This experience may be taken into account in the process of implementation of the current prison reform.
