摘要：La aplicación de la Constitución gaditana en Cuba provocó un conflicto entre los nuevos ayuntamientos constitucionales, que se sentían representantes de la soberanía popular, y las autoridades políticas, el capitán general y sus delegados en los distritos, los antiguos tenientes de gobernador. La resolución de las Cortes a ese conflicto instauró un régimen de excepcionalidad política en la Antilla que se consolidará a lo largo del siglo XIX. The application of the Cadiz Constitution in Cuba triggered a conflict between the new constitutional councils, which considered themselves as the true representatives of popular sovereignty, and the political authorities, the captain general and his delegates in the districts, the former lieutenants of the governor. The resolution of the Cortes to that conflict established a regime of political exceptionality in the Antille that will be consolidated throughout the 19th centuy.
