摘要:The aspect of this research are 1.Responsibility in managing the International Airport of El Tari Kupang 2), ) The role NTT Province in managing the the international airport of El Tari in Local Autonomy Perspective 3).Economic aspec doing by PT Angkasa Pura I in manajing The International Airportt of El Tari Kupang.The result of this research shows that 1).PT Angkasa Pura I has responsible in manajing the international airport of El Tari Kupang.2) The role NTT Province in managing the the international airport of El Tari more specially for the out of the airport area.His task for doing about take of and landing the aircraft area because this area is very dangeruos for the airplane in taking and landing to airport.3).PT Angkasa Pura I has another economic activity in the air port eg.in waiting room, in parking area such as restorant activity, trolly borrowing.Another activity such as cargo, parking of the air line and packeging.

Angkasa Pura II dalam pengelolaan Bandar Udara El Tari Kupang, 2). Kedudukan Provinsi NTT sebagai daerah otonom berkaitan dengan pengelolaan Bandar Udara El Tari Kupang. 3). Aspek ekonomi sebagai usaha penunjang di lingkungan Bandara El Tari Kupang menurut standar ICAO.Hasil penelitian menemukan 1). PT Angkasa Pura I dalam mengelola Bandara El Tari telah sesuai dengan standar ICAO. Semua unsur menejamen PT Angkasa Pura I, berpatisipasi aktif dalam mengidentifikasi, mengurangi dan menghilangkan hazard , sesuai dengan kebijakan dan keselamatan yang telah ada. 2). Peran Pemerintah Provinsi NTT tidak menampakkan wujud yang nyata tetapi hanya berperan terhadap hal-hal yang berada di luar area bandara namun memiliki sifat penting misalnya menjaga kawasan lingkungan kerja bandar udara yang dipergunakan untuk kepentingan kegiatan operasi penerbangan maupun penyelenggaraan bandar udara. 3). PT Angkasa Pura I memiliki usaha sampingan baik dalam area bandara (ruang tunggu) maupun di luar pagar bandara misalnya restoran, kantin dan perparkiran. Kata Kunci : Pertanggungjawaban, Perspektif Otonomi Daerah, Barang Berbahaya.
