摘要：One of the problems faced in educational world now is that educational administration has not played a role to raise the quality of human resources to support the implementation of educational decentralization. According to the theories and empirical findings, one of the causes is the centralistic system applied by the government. To solve the problem, schools have to change their system of administration from centralization to decentralization
