摘要:This article examines the obstacles faced by tertiary educational institutions in building professionalism based on aspects of legislation in Indonesia. It is clear that the institutions have to be developed professionally in accordance with the global era. In the future, these institutions will be demanded to implement comprehensive functions as a center of culture, agent of social change and modernization, place for institutionalization and so on. The institutions have to be organized professionally, but the institutions face several legislative obstacles and bureaucratic procedures. This article proposes reform of leagislations and the debureaucratization in managing tertiary educational institutions. This reform should be done to build the professionalism.
