摘要：В статье обоснована необходимость разработки стратегических документов инновацион- ного развития регионов. Приводится опыт разработки стратегических документов инновацион- ного развития Северо-Западного федерального округа на примере Стратегии комплекса «наука — образование — инновации» СЗФО до 2030 г. и Комплексной научно-технической программы СЗФО до 2030 г. и их роль в формировании региональной политики. Показано их значение в общей стратегии социально-экономического развития Северо-Западного федерального округа до 2020 г.
其他摘要：This paper reveals the need to elaborate innovative strategic documents for regional development. The experience in developing innovative strategic documents of the North-West Federal District is described on the examples of the strategy complex «Science — education — innovations» of the North-West Federal District until 2030 and the Integrated Scientific and Technological Program of the North-West Federal District until 2030 and their role in the formation of regional policy. The importance of such Programs and Complexes inside the general strategy of socio-economic development of the North-West Federal District until 2020 is shown.
