摘要：Мировой финансово-экономический кризис по-разному повлиял на бюджетную систему субъектов феде- рации, поэтому для анализа бюджетной политики регионы были сгруппированы таким образом, чтобы вы- явить субъекты со схожими кризисными последствиями. В результате проделанной работы мы выявили, что наиболее чувствительной к кризису оказалась группа регионов со средними показателями развития, а также регионы, основу экономики которых составляет машиностроение, также четко прослеживается низкая степень конкурентоспособности обрабатывающих производств. В данных условиях роль государственной бюджетной политики, особенно в сфере межбюджетных отношений, становится одним из определяющих факторов соци- ально-экономического развития регионов.
其他摘要：The global financial and economic crisis in different ways influenced the budget system of the Federation, therefore to analyze fiscal policy regions were grouped in such a way as to identify subjects with similar crisis consequences. In the article all regions were divided into nine types, they were subsequently divided into three groups. As a result of this work, we found that the most sensitive to the crisis was a group of regions with the average development, as well as areas of the economy which is the basis of engineering, also clearly observed low degree of competitiveness of the manufacturing sector. Among the regions, where the main focus is the mining industry, as part of the study we revealed a high degree of dependence on conditions in the world oil market. Under these conditions, the role of government fiscal policy, especially in the field of intergovernmental relations, is becoming one of the defining factors of socio- economic development of regions.
