摘要：Характеризуется состояние народного образования в России к середине XIX в. Показано отношение пра- вительства и общества к проблеме подготовки учителей для народной школы. Отражен процесс формирова- ния основных нормативных документов, регламентирующих деятельность правительственных учительских семинарий в период 60–80 гг. XIX в.
其他摘要：The article characterizes the state of public education in Russia in the middle of 19th century. It shows the attitude of government and society to the problem of teachers’ training for public schools. It reflects the process of forming the main normative documents regulating the activities of government teachers’ seminaries in the period of 60–80ies years of the 19th century.
