摘要：L’article explore des opinions souvent contradictoires visant les principes sur lesquelsdevait reposer l’organisation du territoire de la Roumanie, après la Grande Union,au début de l’entre-deux-guerres. Fondé sur une tradition du centralisme, le paysdésormais élargi se retrouvait en quête des modèles et des principes qui allaientinspirer la nouvelle Constitution de 1923. Nous nous concentrons notamment surles idées du professeur Paul Negulescu sur la décentralisation, tout en montrantl’application de cette approche en fonction des unités territoriales traditionnellesdu pays. Les conflits entre les partis politiques ont, cependant, compliqué le débat,puisque la réforme administrative a servi de prétexte dans la lutte pour le pouvoir.
其他摘要：The study explores the often contradictory opinions regarding the principles onwhich the organisation of Romania’s territory was to be based, following the GreatUnion, in the interwar period. Relying on a tradition of centralism, the then enlargedcountry found itself in a quest for models and principles that were meant to inspirethe new Constitution of 1923. We shall chiefly focus on the ideas expressed byProfessor Paul Negulescu on decentralisation, while exhibiting the application ofhis approach with regard to the traditional territorial units within the country. Theconflicts between the political parties, however, rendered the debate more complicated,as the administrative reform served as a pretext in the fight for power.
