摘要：This paper aims to reveal the dynamics of decentralization policy in Timor-Leste which includes aspects,namely: first, the growing issue of decentralization in Timor-Leste,secondly,actors with an interest in responding to the issue of decentralization;Third,the dynamics of decentralization issues on the agenda policy,and the fourth,the discussion of decentralization policy agenda into law. The results showed that: First,decentralization has become a demand of the people that need to be addressed by the government,the second on an actor-oriented institutions have made use of the issue of decentralization policy as a political commodity to fight and or maintain a certain power in the government; third,dissemination of information,the implementation of local development programs and consultation with the stakeholders,are methods to set the policy agenda,either for systemic agenda and the institutional agendas;and fourth,the intervention from the other formal actors due to distribution of power many cause a delay against the discussion of decentralization policy agenda in the national parliament..
