摘要：Many problems arise when Goverment start implemented the National Health Insurance Scheme (NHIS or JKN),which the most affected are the poor families. On the other hand in all remote areas in East Java Provinces spread Community Healthcare Centers (CHC),that totaly 595 units,which can be expected solve all the problems. So we necceserry to formullated Optimalisation Strategy for implementation of the National Health Insurance Assistance Contribution Program or JKN-PBI on Community Health Care (CHC). This study is a qualitative research with Case Study methods on Kedamean’s CHC work areas. The data sought through the Deep Interview,foccus Group Discussion (FGD),observation and documentation. Informant determination by triangulation technique,which is a combination of purposive,Snow Ball and Aksidensil techniques. Furthermore,the data processed using SWOT analysis methods. The results of a SWOT analysis on Kedamean’s CHC,it shows at least strong condition (Quadrant 1),so that the strategies can be used is Progressive strategy or Sthrength-Opportunity (SO) strategies,which we can take advantage of all the power / potential to seize the opportunities that exist. Which we can use Medic,Paramedic,facilities and infrastructures,Equipment, Supplies,sub CHC,Village Health Stations (VHS),integrated service post (ISP) and the role of the village and sub-district officials to improve health services for poor families and Social Welfare Issues Sufferers (SWIS) in this region..
