摘要：The ongoing spatial planning is not something easy to implement because in the preparation of spatial planning,the principles of transparency,participation,responsiveness,accountability,and the rule of law to the society remain low. Society has not been placed in a strong position and participatory,as mandated by Law No. 26 Year 2007 on Spatial Planning in Chapter VIII of Article 65. The study aims to explain the extent to which the principles of good governance which consists of transparency, participation,responsiveness,accountability and the rule of law on spatial planning (RTRW) in Serdang Bedagai,either simultaneously or partially. The study used a quantitative method with survey approach and explanatory research. The questionnaire data obtained from the respondents were analyzed using multiple linear regression. The results showed that the variables of transparency,participation,responsiveness,accountability and the rule of law simultaneouslyhave a significant effect on the preparation of spatial planning (RTRW) in Serdang Bedagai with the strong influence level and contribution of independent variables on the dependent variables by 83.3%. Partially (each variable), however,it found that not all independent variables affect the dependent variables,where the variables of transparency, participation and the rule of law have effect,while the variables of responsiveness and accountability have no effect on the dependent variables..
