摘要：The notion of benefiting from the experiences of other countries,learning about administration techniques and innovations developed in different countries and adapting these to the administration of their homeland lies at the foundation of the comparative administration. An approach utilizing “bureaucracy” is the primary approach used for comparing administrations of various countries. In this context,approaches for assessment of “health systems” draw attention of international organizations and countries to enable making comparisons of administrations within themselves,between different levels of the administrations and between various administrations. In this study,reviewing and comparing health systems of Turkey and the United States of America based on health reforms was aimed. In this context,the health system of Turkey was assessed first in the dimensions of administration,financing,resource procurement and service rendering following the Health Transition Program. Similarly,the health system of the USA was scrutinized based on the health reforms. Subsequently, the health systems of Turkey and the United States of America were compared and assessed by considering 2000-2015 data of Turkish Statistical Institute (TURKSTAT),the Organization for Economic Cooperation and Development (OECD) and Centers for Medicare and Medicaid Services (CMS). In conclusion,it was seen that Turkey and the USA had fundamental differences in terms of the centralization level of the executive authority,the structure of the executive authority and the structure of the administrative organization. These differences affected directly the dimensions of the administration, financing,resource procurement and service rendering of the health systems. It is considered that the political and administrative differences,socio-economic differences and the weight of public and private sectors in the health systems take a part in the foundation of the said-differences..
