摘要：Divan-ı Mezalim that used to operate as a accountability mechanism in Turkish Administrative Tradition,had been the major institution in State of the Seljuk where people used to apply due to their claims on persecution. On the other hand,Ottomans used to carry on these duties by Divan-ı Hümayun,Şeyhülislamlık (SheikhulIslam) and kadılık (qadi). In the present day of Turkey,The Ombudsman Institution is established in order to operate as a "bridge" between the state and citizens. This study aims to investigate the operation mechanism and the affects of Divan-ı Mezalim and the accountability mechanism in Turkish administrative tradition. The Ombudsman Institution in the frame of their operational structure sets the second aim of the study. Finally,descriptive analyze method and historical method are applied to this study..
