摘要：In public administration the importance and operability of material and human resources,strategic planning needed to use time rationally in parallel with performance management are on the increase. Besides strategic administration have been applied to include not only central administration but also local one. On the other hand,the number of water and sewerage system administrations at local level has increased in Turkey depending upon management systems growing and transforming in connection with ascending urbanization.Therefore,these special purpose metropolitan organizations have needed to identify strategic goals and the indicators which are to control whether these goals are achieved or not. With the context of this study,strategic documents belong to water and sewerage administrations in thirty metropolitan municipalities have been examined and have been detected certain differences in performance indicators though these administrations are subject to the same regulation. Those indicators that are not directly related to founding purpose of water and sewerage administrations are determined. Moreover it has come out that some indicators are not suitable for applicability. Some indicators that are not possibly foreseeable such as illegality reports,report of investigation,the number of charges against and for,the number of tenders canceled by public procurement authority have been encountered. It has also been understood that routines and transactions ensured by regulation are shown as an indicator though they can not do so. Concerning these determinations,in this study certain remedial suggestions directed to water and sewerage administrations are made so that they may serve more effectively and economically by identifying principal indicators. It is also debated why those unforeseen indicators can not be a performance indicator. Eventually,equivalent indicators are suggested in place of those that can not serve a purpose in case they are applied..
