摘要：The environment is an inherent part of the analysis of today’s organizations. Researchers are focused on identifying environmental components and characteristics of importance to business managers. There is a deficit in the field of research on the territorial units’ environment, especially as regards formulation of strategic assumptions for their development. The main purpose of this paper is to explain the goals of environmental analysis in the process of strategic planning of municipal development. New public management and governance are the theoretical framework for this paper. The author indicates that the environmental analysis needs to be a part of the process of formulating municipal development strategies (including strategic objectives). This paper is based on in-depth interviews and uses a logical analysis.
