摘要：That existed in the Soviet period, the functioning of the administrative system of the economy policy of strategic planning in the course of economic reforms has been destroyed. As a result of this process revealed the negative aspects related to the complete modification of one of the functions of management - planning. At the local level, the process of destruction of the existing planning system was expressed, in particular, in folding focused and continuing effort to provide a comprehensive analysis of emerging on the territory of the social and economic situation, the forecast of development of economy, social sphere, formation programs, etc. The result was almost completely abolished planners in local governance structures, lost information base calculations forecasting and analytical formed earlier. The practice of creating a new mechanism of management has shown that in the process of state and municipal government in addressing cross-sectoral and territorial nature of the problems an important role is played by a central principle, which requires, in turn, use appropriate methods and planning forms at all levels. One of these forms is the strategic planning, which is a tool for effectively addressing the complex social and economic development of the Russian Federation and municipalities, which takes into account and complements market-based mechanisms of management. The current situation in the field of strategic planning at the municipal level shows that the poor state of his is one of the main obstacles to social and economic development. This is reflected in the lack of effective municipal government in a weak economic base and financial instability. The relevance of this study is the need to ensure scientific substantiation of activity of local governments in strategic planning as strategic planning in the practice of municipal management is currently the basis of socio-economic development of municipalities.
