摘要：This paper addresses the issue of CBOs' role in organizing poor urban residents to take up collective action and in representing people's interest in negotiating with NGOs and LGs. The first chapter is the introduction. The second chapter briefly discusses the nature and characteristic of CBOs in comparison to the nature and characteristic of NGO.
