摘要：Under Article 5 paragraph (1), Article 20, Article 21 and Article 22 of the Constitution, the Act is the House building along with the President. Prior to the 1945 Constitution Amendment Act forming the emphasis is on the hands of the President. But with the reforms, the building shifted into the hands of the Parliament Act. In establishing the law, at least there are three main components are interlinked and can not be broken apart to be met. First, is the institution of the legislators (the Act). Second, procedures or ordinances formation. Third is the substance to be regulated in the Act.
