摘要：Unemployment is still one of the major problems faced by both in developed and developing countries.Turkey has been struggling with high unemployment rates for a long time.Although the official figures show unemployment rate is around 10 percent since 2002,it is generally accepted that real unemployment rates are higher than official figures.It is a common view that despite the high economic growth rate since 2002,the Turkish economy has failed to create jobs to reduce unemployment rates."Jobless Growth" is still a dilemma for the Turkish stabilization program.This study evaluates the unemployment problem of Turkey and its solution regarding European Employment Strategy to reduce unemployment rates,and analyes the alternative policies to increase employment rates in Turkey.
