摘要：The plan aimed to coordinate and harmonize socio-economic development in administrativeterritorial units composing the county,optimizing the use of resources and creating a balance between the valorization of the natural and economic potential on the one hand,and the environmental protection on the other hand,in the following phases: (1) identification of elements conditioning the development,(2) prospective and general diagnostic,(3) special development strategy and action plan,(4) documentation for obtaining the approvals.
