摘要：In order to meet the needs of local interest,the state is obliged to organize and operate a system of economic and social relations,in cash,whose purpose is the creation and distribution of funds into local financial resources. This set of relationships is known as local finance. "Local Public Finance is the work of local governments in their capacity as user of special techniques,financial,such as the budget,taxes,fees,allowances,expenses,loans etc.". [1].
