摘要：The budget represents a document which states the annually approved incomes,revenues and expenses,expenditures or,only the expenses depending on the self-financing form of the economical enterprise.The consolidated budget of the state is elaborated starting from the budget which encompasses all the economical transactions which take place in the national economy;however it only includes the resources and the expenses of the public structures.
