摘要:Penelitian ini bertujuan untuk mengukur hubungan antara kompetensi pegawai dengan kinerja pelayanan mutasi dengan dikontrol oleh faktor frekuensi pengalaman konsumsi layanan mutasi pada aparatur sipil negara.Data dikumpulkan dengan teknik accidental sampling pada 90 orang ASN yang mengurus berkas mutasi di Provinsi Riau.Pengujian hipotesis dilakukan dengan menggunakan teknik statistika deskriptif,uji korelasi rank Spearman dan korelasi parsial dengan faktor kontrol.Hasil uji deskriptif menyimpulkan bahwa kompetensi pegawai dan kinerja pelayanan mutasi masih belum memuaskan.Hasil uji korelasi Spearman membuktikan adanya hubungan yang kuat dan positif antara kompetensi pegawai dengan kinerja pelayanan mutasi.Sedangkan hasil uji korelasi parsial dengan faktor kontrol menunjukkan adanya peningkatan hubungan antara kompetensi pegawai dengan kinerja pelayanan mutasi setelah dikendalikan oleh faktor frekuensi pengalaman konsumsi layanan mutasi.
其他摘要:This study aims to examine the relationship between employee‟s competency and mutation-related service performance by controling the frequency of mutationrelated experience in public employees.Data were collected with accidental sampling technique on 90 Riau Province public employees who was having their mutation papers processed.Hypotheses tested by employing descriptive statistic,rank-Spearman correlation and partial correlation with controling factor.The descriptive test result indicates that employee‟s competency and their service performance related to mutation is still unsatisfied.The Spearman test result proves the strong and positive relationship between employee‟s competency and mutation-related service performance.Meanwhile,partial correlation with controling factor test result reveals the enhance of employee‟s competency and mutation-related service performance relationship after controled by the frequency of mutation-related experience.
