Ar teroristų veiksmai pagal savo pobūdį yra ginkluotas užpuolimas,analizuojama pagal tai,kokius ginklus jie naudoja,pagal žalos pobūdį,užpultos valstybės ir tarptautinę reakciją į įvykius.

Whether the nature of terrorist acts allows to consider them as an armed attack,one has to consider the arms used by terrorists,the harm inflicted,the domestic and international reaction to the events.
