摘要：The present paper presents that it is useful to modemize the actual system by creating a govermmental organization,unique and permanent,whose purpose is to elaborate the intervention and protection actions in crisis situations,and which is capable to control the means and resources at both the national and local level in order manage them eficienty.In the case of critical infrastructures whose management is made by information systems,the protection and intervention role must be undertaken by the system administrator who has to permanently analyze the threats and activate protection measures.
