摘要：The aim of this article is to discuss the discourses of “global partners” and “smart defense” emerged in NATO and carrying meaning in terms of the future of the Alliance in the context of transatlantic relations.The policies and processes that have been effective in the creation of these discourses will also be examined.It is claimed that the creation processes of “global partners” and “smart defense”that have been affected by the similar reasons and their aims are the same at the last analysis.In this study,it is underscored that these concepts should be interpreted as evidences that Transatlantic relations are in the process of change rather than the process of decomposition.
其他摘要：Bu makalenin amacı NATO bünyesinde hayat bulan ve İttifak’ın geleceği tartışmaları açısından da anlam taşıyan “küresel ortaklar” ve “akıllı savunma” söylemlerini Transatlantik ilişkiler bağlamında ele almaktır.Bu kavramların oluşturulmasında etkili olan politika ve süreçler de bu kapsamda açıklanacaktır.Çalışmada bu kavramların üretim süreçlerinin benzer sebeplerden etkilendiği,amaçlarının ise son kertede aynı olduğu iddia edilmekte ve İttifak içerisinde Transatlantik ilişkilerin bir ayrışmadan ziyade bir değişim süreci içerisinde olduğunun kanıtları olarak yorumlanmaları gerektiği vurgulanmaktadır.
