摘要：Banjar Alley in Melayu Kampoeng is located in the northern coastal area of Semarang City.This area is vulnerable to tidal flood that causes environmental,social and economic degradation.This condition forces the community to do some efforts of adaptation.This research discusses the effect of tidal flood,the efforts of adaptation from the community on the northern coastal area in Banjar Alley - Kampung Melayu and the role of the government in adaptation.This research used a qualitative descriptive explorative method.Data collection was carried out by the triangulation method through document review,interviews,and observation.The result of this research shows that the tidal flood affects the environment,society,and economy.Furthermore,the community performs efforts of adaptation both in the form of soft (non-physical) and hard (physical).The government has facilitated the physical adaptation through the construction of pump houses,optimizing of Semarang River’s floodgates,roads elevation,and drainage improvement.However,the government had not yet played a role in non-physical adaptation to increase the social capacity and economic empowerment of the community.
其他摘要：Gang Banjar Kampung Melayu berada di kawasan pesisir bagian utara Kota Semarang.Kawasan ini rawan terkena banjir rob,sehingga menjadikan masyarakat melakukan upaya adaptasi dalam menghadapi ancaman banjir rob tersebut.Penelitian ini mengkaji dampak banjir rob,upaya adaptasi masyarakat pesisir Gang Banjar Kampung Melayu dan peran pemerintah.Metode yang digunakan dalam penelitian ini adalah metode kualitatif deskriptif eksploratif.Pengumpulan data dilakukan dengan metode triangulasi melalui telaah dokumen,wawancara,dan observasi.Hasil dari penelitian ini menunjukkan bahwa banjir rob berdampak pada lingkungan,sosial dan ekonomi.Kemudian masyarakat melakukan upaya adaptasi,baik bersifat soft (non-fisik) maupun hard (fisik).Pemerintah telah berperan dalam adaptasi fisik,melalui pembangunan rumah pompa,optimalisasi pintu air Kali Semarang,melakukan peninggian jalan dan perbaikan drainase.Namun,pemerintah belum berperan dalam adaptasi non-fisik untuk meningkatkan kapasitas sosial dan pemberdayaan ekonomi masyarakat.
