The organizational subjects breed specific ways to make strategy, especially in the case of social government programs. It could be observed in the Program Terra mais Igual (Vitória/ES). This program, anchored in the urbanization of occupied areas by low-income population, is dedicated to improve the quality of life. Whereas strategies are associated with actions in their daily ways of thinking, feeling and acting, and considering the aim of evaluating the articulation process of the organizational subjects when realizing strategies, the Certeau's (1994) social theory was applied as the main reference. Data were collected through: semi-structured interviews, non-participant observation and documental research. The method triangulation was appropriate to carry out the study. As a result, the particularities of the program practitioners' social practices were revealed: decision making; socializing people; adopting formal administrative practices; communicating, negotiating and managing conflicts; and learning.
