摘要：Les questions environnementales ne doivent pas être comprises comme simplement résultant d’une relation entre l'homme et la nature, mais comme une composante des relations humaines, comme un objet économique, politique et culturel. Un instrument constitutif de la politique publique nationale qui est directement inséré dans ce sujet complexe et dynamique et qui enveloppe pour les intérêts et les pouvoirs des différents acteurs est la Compensation Environnementale (CE). L'objectif de cet article est d'analyser l'exécution de la CE sur la base de sa législation actuelle e d'une étude de cas, afin de mettre en évidence son potentiel, comme un instrument de politique publique, pour influencer l’aménagement du territoire, notamment en ce qui concerne l'approche environnementale et de son cadre contemporain, considérant logiquement les autres acteurs qui entourent cet instrument. Ainsi, la première partie présente une approche sur certains concepts clés de cette analyse et sur ce qu'est la CE et comment son opérationnalisation et son calcul sont effectués. Par la suite, son application est analysée sur la base basée sur l'étude de cas, la centrale hydroélectrique de Santo Antônio do Jari située en Amazonie. Enfin, se termine par les considérations finales sur l'ensemble de la question qui implique l'application de la CA et souligne quelques possibilités pour l'avenir de l'instrument au Brésil.
其他摘要：Environmental issues should not be understood as a simple result of the relationships between human beings and nature but should be seen as part of a component of human relations, as an economic, political and cultural object. One of the instruments of public policy that is directly inserted in the complex and dynamic contemporary issues is the Environmental Compensation (EC). The objective of this paper is to analyze the implementation of the EC based on their legislation as well as a case study, in order to highlight its potential, as an instrument of public policy, in influencing the spatial planning, particularly from an environmental perspective, in a scenario that is involved by the interests and powers of various actors. Thus, in the first moment, an approach is presented about some key concepts of this analysis, as well about what is the EC and how its operationalization and calculation occurs. In a second moment, its application is analyzed based on a case study, the Santo Antônio do Jari Hydroelectric Power Plant located in the Amazon rainforest. Finally, some conclusions on the application of the instrument are presented and some possibilities for the future of this instrument in Brazil.
