摘要:The Single Health System (SUS) is based on the principles of decentralization, social participation and control.This study aims at discussing the legal and political basis which influenced the creation of the Municipal Health Councils as means of social control of Brazilian Journal of Forensic Sciences, Medical Law and Bioethics 3(3):214-232 (2014) 215 C.A.A Ventura et al.the health policies in the country and identifying the implications of health social control to local development.The Councils are collective bodies which enable the population´s participation in the municipal health decision making process, representing a relevant instrument of social control.Therefore, the user, when becoming a Health Counselor, exercises his citizenship and is able to give voice to the society in the health decision making process at the municipalities, contributing to the social development of the city.The Council´s performance is fundamental to consolidate the process of social participation which still depends on cultural transformations as well as on changes regarding the power relations within the society.
