摘要：O município de Bragança é responsável por um dos mais relevantes desembarques pesqueiros do estado do Pará, o que promove trabalho e renda para uma parcela significativa do seu contingente populacional. Essa condição foi propiciada por ações do poder público e da iniciativa privada que tiveram efeito direto sobre o desenvolvimento local nas últimas décadas. O objetivo deste estudo foi analisar a influência das políticas públicas das diferentes esferas administrativas sobre a atividade pesqueira em Bragança. As políticas públicas identificadas foram relacionadas temporalmente com a estruturação da cadeia produtiva da pesca a partir de registros históricos, dados de produção, relatos de atores sociais e um censo empresarial do setor. Constatou-se que as primeiras políticas públicas para o setor pesqueiro no Brasil ocorreram ainda no período colonial, mas se intensificaram apenas na segunda metade do século XX. Em Bragança, as esferas estadual e municipal incidiram basicamente sobre o cenário institucional da atividade, com resultados pouco efetivos sobre o seu desenvolvimento, até pelo baixo investimento. As operações de crédito para a pesca e a migração de frotas de outros estados representaram marcos no município, pois aumentaram a demanda por insumos, incrementaram o desembarque pesqueiro e viabilizaram a instalação de estabelecimentos processadores. Concluiu-se que as políticas públicas da esfera federal e a migração das pescarias do pargo Lutjanus purpureus e da lagosta Panulirus spp. do Nordeste brasileiro para a região foram as ações que mais impactaram a atividade pesqueira em Bragança, que viveu seu apogeu em termos de estruturação entre 1990 e 2005.
其他摘要：Bragança City is responsible for one of the largest fishing landings in the Pará State, which promotes work and income for a significant portion of its population. This condition was brought about by actions by public authorities and private initiative that had a direct effect on local development in recent decades. The objective of this study was to analyze the influence of public policies from different administrative instances on fishing activity in the Bragança City. The public policies identified were temporally related to the structuring of the fishing productive chain based on historical records, production data, reports from social actors and a business census of the sector. It was found that the first public policies for the fishing sector in Brazil occurred in the colonial period, but only intensified in the second half of the 20th century. In Bragança, the state and municipal instances basically focused on the institutional scenario of the activity, with little effective results on its development, even for the low investment. Credit operations for fishing and the migration of fleets from other brazilian states represented landmarks in the municipality, as they increased the demand for inputs, increased fishing landings and enabled the installation of processing establishments. It was concluded that the public policies of the federal instance and the migration of the fisheries of Caribbean red snapper Lutjanus purpureus and lobster Panulirus spp. from the Brazilian Northeast to the region were the actions that most impacted fishing activity in the Bragança City, which experienced its heyday in terms of structuring between 1990 and 2005.
