摘要：El artículo aborda, en un contexto de desarrollo inicial de la actividad turística en el Perú, cómo se desenvolvieron las políticas públicas para su fomento y su relación con el empresariado local. Argumenta que este apoyó dichas iniciativas siempre y cuando no cuestionaran sus intereses de mercado. Cuando ello ocurrió, se produjo una reacción previsible. Este estudio puede contribuir a una mejor comprensión de los inicios del turismo y las características de sus agentes gestores.
其他摘要：This article analyzes the evolution of public policies for the promotion of tourism in Peru in its early stages, as well as their relationship with local entrepreneurs. It is argued that business people supported such initiatives as long as they did not conflict with their economic interests. When such conflicts occurred, the reaction was predictable. This study contributes to a better understanding of the beginnings of tourism in Peru and the characteristics of its managing agents.
