摘要：The article deals with the problems of reforming public libraries as a result of decentralization reform. The research concerns the generalization of the experience of reorganizing the network of regional public libraries, which requires a number of complex systemic organizational, structural and technological changes in accordance with the current trends of reform, the introduction of various models of library institutions functioning in the hromadas.The approaches of reorganization of the network of regional public libraries are considered. These approaches involves reducing the number of library institutions, establishing a minimum level of services for their modernization, and creating a comfortable environment for the community with targeted use of funds saved from partial optimization. Among the approaches to optimizing the network of regional public libraries is: association of these information institutions on the basis of public libraries - creation of public-school; association of libraries on the basis of club-type establishments and creation of centers of culture and leisure.
