摘要：Global informatization and Internet technologies have caused not only global shift to the new qualitative level of society development, but also generated numerous growth problems. Realities of new information society require to solve these problems. These realities are based on the need to implement the fundamental principles of modern society: increasing labor productivity in the information sphere, improving the efficiency of the use of information resources. At the same time, according to the existing experience, library institutions acquire appropriate practical possibilities, expand range of their functions based on the capabilities of electronic information technologies and help to neutralize the threats to the national information space.
