摘要：El presente artículo compara dos modelos contrapuestos de Políticas Públicas en la Lucha contra la Pobreza en el marco del Programa TENONDERÁ de la Secretaría de Acción Social - SAS y en el marco del Programa Sembrando Oportunidades de la Secretaria Técnica de Planificación - STP. Quiere contribuir a iluminar el debate de cuál sería el modelo de intervención adecuado a la realidad paraguaya para desarrollar cambios sociales en el proceso de intervención institucional de políticas públicas más eficientes y efectivas contra la pobreza. El estudio planteado encuentra mejores resultados en el marco de un modelo que incorpora la dimensión social y el concepto de pobreza como exclusión.
