摘要：El artículo analiza la función de la Fiscalía en la aplicación del principio de complementariedad a través de sus exámenes preliminares durante los diez primeros años de la Corte Penal Internacional, subrayando la importante función que la CPI ha comenzado a jugar en al marco de la Comunidad Internacional, la constatación de que cada situación bajo examen requiere una estrategia de actuación diferente debido a las particulares circunstancias que la rodean; y la relevancia de la fase de examen preliminar a estos efectos, y en particular para fortalecer los órganos jurisdiccionales nacionales y el estado de derecho en los estados afectados.
其他摘要：The article analyses the role of the Prosecutor's Office in applying the complementarity principle through its preliminary examinations during the first ten years of the International Criminal Court. It underlies the important role that the ICC has started playing within the International Community, the need for a different strategy for each of the situations under analysis by the ICC Office of the Prosecutor, and the significant role of the preliminary examinations to strengthen national courts and rule of law in the states concerned
