摘要：A partir del concepto de representaciones sociales, en este artículo se analizan las estrategias del gobierno municipal de Culiacán en México, respecto al alto índice de inseguridad que se presentó a principios del año 1994. En este sentido, las autoridades pretendieron menoscabar las libertades de las personas jóvenes al intentar restringir sus horarios en la vía pública, regular su vestimenta y su apariencia. La metodología empleada es la consulta de literatura para el área conceptual y los antecedentes, así como, la revisión de periódicos que ejemplificaron con testimonios la problemática en la esfera pública. Las acciones de los y las jóvenes obligaron a las autoridades a dar marcha atrás a estas tácticas implementadas contra la inseguridad.
其他摘要：The purpose of this paper is to examine, from the concept of social representations, the strategies of the municipal government of Culiacán in Mexico, in order to analyze the high index of insecurity at the beginning of 1994, where the authorities sought to diminish the freedoms of young people by trying to restrict their schedules on public roads, prohibit the use of miniskirts and necklines in girls and long hair in men. For the methodology, literature for the conceptual framework and for the background information was consulted, as well as newspapers that, at the time, provided testimonies of the problematic in the public sphere. The actions of young people forced the authorities to reverse the tactics implemented to overcome insecurity
