摘要：O objetivo do trabalho é analisar a forma de regulação posta em prática pelo estado brasileiro entre os anos 1990 e 2000 expondo os principais empecilhos e estímulos ao desenvolvimento econômico. Para atingir esses objetivos o trabalho faz uso de uma análise das mudanças ocorridas nas formas institucionais definidas a partir da Teoria da Regulação. Nos anos 1990, observa-se que o país adotou políticas neoliberais altamente comprometedoras ao desempenho econômico. Porém, nos anos 2000, essa ideologia começa a se modificar. O estado passa a retomar seu papel de promotor do desenvolvimento, implementando novas modificações nas formas institucionais. As mudanças principais são observadas no mercado de trabalho e nas políticas sociais. Da mesma forma, a gestão monetário-financeira tem se mostrado um pouco menos restritiva. Contudo, muitos avanços ainda são necessários, especialmente a modificação da forma de inserção do país no regime internacional.
其他摘要：The aim of this work is to be to analyze the form of regulation implemented by the Brazilian state between 1990 and 2000 exposing the obstacles and stimulus to economic development. To achieve these goals, the work makes use of an analysis of changes in institutional forms defined from the theory of regulation. In the 1990s, it was observed that the country adopted neoliberal policies, highly compromising for economic performance. However, in the 2000s, this ideology begins to modify. The government began to retake its role as promoter of development, promoting new changes in institutional forms. The greater changes are observed in the labor market and social policies. Likewise, the monetary and financial management have been shown to be somewhat less restrictive. However, many improvements are still needed, especially the change in shape of the country's insertion in the international regime.
