摘要：The problem of energy efficiency of buildings is especially relevant in Kazakhstan. According to the state policy of innovative development of national economy, in recent decades, it has been necessary to solve the problems of saving energy resources, introducing renewable energy technologies and increasing energy efficiency. One of the most important issues of energy saving and energy efficiency is the problem of sustainable functioning and innovative development of housing and communal services in Kazakhstan, which is directly related to the modernization of residential buildings in order to reduce operating costs and improve energy efficiency. Analysis and study of economic approaches to financing energy efficiency measures are especially important in the framework of almost implemented projects for the modernization of housing and communal services.
