摘要：L’emergenza abitativa derivante da terremoti o altre catastrofi naturali trova generalmente una prima risposta in strutture provvisorie quali case prefabbricate e/o container. Le cronache di recenti e meno recenti eventi disastrosi riportano come tali strutture, inadeguate al ripristino di una qualità abitativa accettabile e progettate come soluzioni di emergenza, restano in esercizio per un tempo lungo, che può occupare anche lo spazio di alcuni decenni, in attesa che la ricostruzione si compia. Benché il disagio abitativo che ne consegue è enorme, tale fase di transizione non sembra trovare spazio, in maniera organica, nelle politiche di gestione dell’emergenza post-disastro. Il contributo presenta i primi esiti di una ricerca di carattere scientifico-progettuale svolta presso la Scuola di Architettura e Design Eduardo Vittoria di Ascoli Piceno (SAAD) dell’Università di Camerino inerente la trasformazione di insediamenti di prima emergenza in un sistema urbano a carattere temporaneo in grado di riattivare dinamiche sociali e produttive.
其他摘要：The housing emergency resulting from earthquakes or other natural disasters generally finds an initial response in temporary structures such as prefabricated houses and/or containers. The chronicles of recent and less recent disastrous events show how such structures – inadequate to implement an acceptable living quality, thought and designed as ‘emergency’ solutions – remain in place for a long time, which can also occupy the space of some decades, waiting for the reconstruction. Although the resulting housing disadvantage is enormous, the current management policies in the field of post-disaster emergency do not seem to have dealt with this transitional phase in an organic way. The paper presents the first results of a scientific-design research carried out at the School of Architecture and Design Eduardo Vittoria of Ascoli Piceno (SAAD) of the University of Camerino concerning the transformation of post-disaster first emergency settlements into temporary urban systems capable of reactivating social and productive dynamics.
