摘要：The paper stresses the fact that successful agricultural production is dependent not only on the existing natural conditions, but also on the production terms and conditions. Croatia’s natural conditions are favourable, whilst a considerable number of production terms and conditions do not meet the needs regarding the realisation of successful agriculture. Major natural conditions are climate, soil and water. Climate is favourable (except in extreme situations), there is an abundance of areas (soils) and waters; hence, natural conditions make successful agriculture possible. However, several production terms and conditions are unfavourable and need to be improved: fragmentation of production areas and insufficient size of farmland; inadequately arranged land (production areas); insufficient irrigation; inadequate professional education of farmers. An average family farm in Croatia is still of a nearly three times lesser size than an average farm in the European Union, (16.1 ha). The land is fragmented, whilst the production plots are dislocated (six locations on average, and often on a considerable distance); it is thus necessary to conduct commasation all around Croatia. Out of all the potentially exploitable areas (2,149,080 ha), around 50 % need developing (1,075,061 ha), or rather restoring the drainage systems (open canals and pipe drainage), as well as improving irrigation. The professional education level of farmers ought to be enhanced. Furthermore, the regionalisation of agricultural production contributes significantly to the enhancement of agriculture. Since the results are not adequate despite the fact that investments in agriculture are considerable, it is necessary to re-examine the system of the allocation of supports, and to redirect them in order to enable the realisation of a more successful agricultural production.
