摘要：This article defines the features of the international classification of computer and information services in accordance to Extended Classification of Services Balance of Payments Manual of the IMF,investigates of regularities of Ukraine foreign trade of computer and information services,characterizes determinants of it development. Insufficient development of factors that together constitute the innovative environment of the country,became of cause unfavourable position of Ukraine on the world market of computer and information services and the failure of foreign trade this services. Priority actions to improve the innovation component of Ukraine economy and the overall development of the ICT sector have been proposed in this article. Ways to overcoming the negative influence of these factors has been suggested in this article too. These include:promoting efficient investment climate in the country,which will attract TNCs capital , in particular by providing preferential placement on the territory of Ukraine international research centers,promotion of joint ventures that produce innovative products,competitive at the national and international markets.
